2. National Model Service & Workforce Plan
- The Strategy: Publish a BSH Model Service Specification explicitly defining mandatory Multi-Disciplinary Team (MDT) composition, staffing ratios, and service standards across inpatient, outpatient, and community care.
- The Impact: Patients admitted under specialist care are nearly half as likely to die in hospital; reducing emergency admissions by 10–20% releases £100m+ back to health systems nationwide.
3. Equitable Access to Optimal Treatment
